Holly Ruthrauff is a democracy and elections expert with 20 years of experience. She has served previously as Project Director of the EU’s Election Observation Democracy Support (EODS), Election Advisor for the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and as Senior Program Officer for Elections at the National Democratic Institute (NDI). Holly has organised and participated in election observation missions in over 20 countries. She is an experienced trainer and has provided capacity building for citizen observers worldwide. She has developed e-learning courses on election observation, and has written a number of research studies and observer handbooks, including the EU Guide for Citizen Observers on Electoral Reform and the IFES/NDI Guide, Implementing and Overseeing Electronic Voting and Counting Technologies.
