Emilie is EU Partnership Manager - DEVCO at the Plan EU Office.
She was most recently an International Aid / Cooperation Officer in the Civil Society and Foundations Unit of DG DEVCO. She was in particular responsible for drafting and implementing a strategy for engagement with philanthropic foundations working in development, and for leading reflections and discussions on joint funding opportunities with foundations and their networks. In addition, she was the gender focal point of her unit, ensuring EU funds for CSOs promote the participation of women in civil society.
Prior to this, she was responsible for developing policies to combat gender-based violence in the EU within the Gender Equality Unit of DG JUST, including preparing the process for the EU’s accession to the Council of Europe’s Convention on preventing and combating violence against women and domestic violence, designing a European campaign on violence against women, developing data on the issue, and managing EU funds for cross-country projects in this area.
She holds a Bachelor's degree in English Literature from the University of Bristol and a Master's degree in Human Rights Law from the School of Oriental and African Studies (University of London).
