She holds a Ph.D. in Geography from the University of Rennes 2 and a master's degree in European Studies from the Institute d’études européennes (ULB). She is qualified as "Assistant Professor" by the French Council of Universities (CNU).
She specializes in international affairs and transnational cooperation, particularly in areas such as Central America, Southern Africa, and the EU Atlantic Arc. She started in development cooperation, assessing programs in Namibia. She acquired extensive experience working with diverse stakeholders, through her EU and international missions.
As Head of the Atlantic Cities network from 2009 to 2021, she was involved in advocacy and policy analysis. She ran over 100 EU project applications and served as an expert for EU programs and European Commission groups. Notably, she designed the 4-million-euro INTERREG project, Atlantic Youth Creative Hubs, promoting entrepreneurship among disadvantaged youth.
Currently she teaches Latin American Studies and Enhancing the International Authority of Cities at Sciences Po Rennes. Indeed, her PhD focused on the international stance of cities. Her research covers currently the impact of illiberalism in the Americas, peoples' rights (Greenland, Turkey, Ecuador…), and the development of the Atlantic Arc. Her latest publication is titled "Greenland’s Stance in the International Scene."
