Cecilia Thorn is the Chief Executive of the Actuarial Association of Europe. The AAE’s purpose is to provide advice and opinions to the various organisations of the European Union – the Commission, the Council of Ministers, the European Parliament, EIOPA and their various committees – on actuarial issues in European legislation. The AAE currently has 36 member associations in 35 European countries, representing over 25,000 actuaries. Advice and comments provided by the AAE on behalf of the European actuarial profession are totally independent of industry interests.

For the last eight years she was the Head of International Relations at the Financial Reporting Council (FRC). The FRC is the United Kingdom’s regulator and standard-setter in the areas of audit, accounting, corporate governance and actuarial policy. She was responsible for the FRC’s international and EU policy and engagement and acted as head of their office in Brussels. She also project managed the FRC’s Brexit project jointly with the UK government’s Department for Business, Energy and Industrial Strategy for two years. She worked closely with international policy-makers, regulators, standard-setters and other key associations in the
EU, UK and wider international community.

Prior to this, she was a senior policy advisor in the global head office of ACCA (the association of chartered, certified accountants) in London, with responsibility for policy in the areas of sustainability and SME’s.

She spent over eight years in Brussels in senior capacity working for the international public affairs and strategy consultancies Weber Shandwick and EPPA, advising multinational companies, trade associations and EU/international institutions on EU affairs and policy. She has also been the acting secretary general of a European trade association.

Cecilia holds a B.A (hons) in International Relations and European Studies from the University of Westminster, UK and a M.A. (magna cum laude) in European Studies from the University of Leuven (K.U.Leuven) in Belgium. Cecilia is a Swedish national and lives in Brussels.

Most recently (2020) a keynote speaker at the Belgian Institute of Actuaries and a speaker at the Commission conference on the review of Solvency II - panel discussing long-termism of investments and long-term guarantee measures for insurance liabilities
