Caroline is the Global Alliance for Tax Justice (GATJ) Campaigns and Policy Coordinator, Africa, based in Nairobi, Kenya. GATJ works to create a world where fair and transparent tax policies counteract inequalities within and between nations and generate the public funding needed to ensure human rights, including the rights of women and vulnerable groups, a healthy and sustainable environment, strong social protection floors and quality public services for the common good of all.
She is passionate about tax justice and gender equality and is a tax justice campaigner. Her job responsibilities involve implementation of policy work and campaign activities as part of GATJ’s international campaign and policy advocacy program and based on the GATJ Strategy Framework.
Prior to working with GATJ, she consulted for a number of state and non-state entities including UNICEF, Society for International Development, East Africa Tax and Governance Network, Women in Law and Development, Kenya Women Parliamentarians Association (KEWOPA), among others.
She previously worked as the projects manager at the National Taxpayers Association (NTA) and a programmes officer with the Center for Governance and Development (CGD) on initiatives, which promote transparency and accountability in the management of public funds and improved service delivery, fair taxation as well as deepening regional integration in the East Africa Community (EAC).
She has undertaken policy research and analyses leading to publication of research reports, working papers, discussion papers and policy briefs, mainly in the areas of public finance management, fiscal justice, taxation and gender and in documenting impacts and lessons and disseminated her work in various international and national conferences and workshops.
Caroline is also a Researcher with the accountability arm of the Open Government Partnership (OGP), the Independent Reporting Mechanism of (IRM). She is required to develop and deliver an accurate and credible assessment of the national progress on development, consultations, self-assessment and implementation of the self-determined commitments.
